This session contains two 40 minute panels.

Panel: HIV case surveillance implementation experience: Information system use cases in Botswana, Ethiopia, and Zimbabwe

The World Health Organization (WHO) recommends implementation of a strong national surveillance system to serve as a foundation for monitoring the HIV epidemic and providing signals for public health response as countries approach and sustain HIV epidemic control. Using comprehensive strategic HIV information systems to establish HIV Case surveillance (CS) provides high-quality, timely, and reliable data across the different levels of a health care system (1, 2).

This panel will include three African country representatives sharing their experiences leveraging routine health information systems to facilitate HIV case surveillance, with technical support from The President’s Emergency Plan for AIDS Relief (PEPFAR). Panellists will provide an overview of key information systems that support reporting data flow for HIV case surveillance, record linkage, and data use platforms in their countries.

Each panellist will share experiences establishing HIV case surveillance based on the following aspects of implementation: Policy and governance (including ethics and security), capacity development, information systems, and record linkage and deduplication of case surveillance records.



Panel: Bridging the digital divide in healthcare: An Australian story

Digital health solutions are heralded as a strategic asset for overcoming healthcare accessibility issues, but they may also exacerbate existing disparities in health outcomes. The digital divide is multidimensional, insidious, and represents a risk to global health prospects. Healthcare stakeholders must evolve beyond technocentric approaches to understand and, empathically, navigate the digital divide with citizens and patients. There are critical blind spots for which innovation is required to bridge the digital divide in healthcare. The multisectoral panel will present frontline insights and experiences to drive digital inclusion and healthcare equity as a global priority.

Biography

Guy Tsafnat, PhD, is Founder and Chief Scientist of Evidentli Pty Ltd., a RWE technology company. Dr Tsafnat has been researching and building AI in digital health for over 15 years, in particular in the automation of evidence production in several modalities such as observational studies, clinical trials and systematic reviews. He is a co-chair of the HL7/FHIR and OMOP data model harmonization working group and a fellow of the Australasian Institute of Digital Health.

Biography

Getinet is a medical doctor with master’s in public health, He has started working as a general medical practitioner in 2005. From 2006 – 2009, he worked as a general practitioner and medical director in one of the health centers in Ethiopia. From 2009 – 2019, he worked as HIV program coordinator and senior technical advisor for HIV programs in one of the regional health bureaus in Ethiopia. Since 2019, he is working at CDC Ethiopia in a senior public health specialist position at the strategic information branch as a surveillance officer.

Judith Nawa is the Director of Monitoring, Evaluation and Quality Assurance Department from Ministry of Health, Botswana. She has more than 18 years of experience in developing and overseeing implementation of M&E frameworks, having also previously worked for Ministry of Education; and Ministry Local Government. As a Statistician by profession, she specializes in quantitative data analysis

Biography

A/Prof Suong Le was awarded the Australian Government Merit Scholarship to study medicine at Monash University and subsequently completed a PhD at Monash University, examining innate immunity in hepatitis B. Her national and international awards include: the Jane O’Connor Scholarship, the Monash Health Clinical Academic Fellowship, the Australian Postgraduate Award, the Monash Uni Travel Scholarship, the Westmead Millennium Institute Young Investigator Award, the European Association for the Study of Liver disease Young Investigator Award (2014) and Bursary (2015), the IE Women’s Foundation Scholarship and the Early Career Practitioner Fellowship.

Biography

Neville Board is Victoria’s Chief Digital Health Officer and heads the Digital Health Branch. The Branch conducts health sector planning and assurance. The Team is implementing unique patient identification across Victorian health services, and connecting health services to the My Health Record system. The Branch is implementing the digital elements of the Mental Health and Pathology Reforms programs in Victoria, and operates Victoria’s health service cyber security and ICT operational assurance programs. He chairs the Australian Digital Health Agency Jurisdictional Advisory Committee. Prior to coming to Victoria in 2018, Mr Board headed the eHealth and Medication Safety program at the Australian Commission on Safety and Quality in Health Care. He also convened the WHO clinical practice working group for the Global Patient Safety Challenge Medication without Harm. Mr Board is a registered nurse and has worked in clinical, management, and informatics roles. He has published on hospital in the home, use of data in health care, short stay surgery and post-acute care.

Biography

Dr Anjali Dhulia started her medical career in the Indian Army where she served for eight years. She completed her post-graduate training in paediatrics and practised in paediatric intensive care before migrating to Australia. She worked as a Fellow in Neonatology at the Women’s and Children’s Hospital in Adelaide, the Royal Women’s and Royal Children’s Hospital in Melbourne and also with the Neonatal Emergency Transport Service (NETS). She switched to a career in medical administration in 2008 and completed a Fellowship of the Royal Australasian College of Medical Administrators and has worked in various medical management roles. Her professional interests and expertise include medical workforce management, healthcare safety, quality and patient experience and engagement and wellbeing of medical employees. She has completed a Master of Public Health and a Master of Applied Positive Psychology. She has led the development and implementation of Monash Care (Mental Health and Wellbeing Strategy for Monash Doctors) and is co-lead in implementing the Women in Medicine Program at Monash Health.

Jo is the Pharmacy Informatics officer for Monash Health, where she manages the pharmacy systems. Jo has a keen interest in the utilisation of data and analytics for the efficient provision of high-quality patient care. Jo is also a clinical pharmacist working in the complex care liver clinic, with the aim of preventing unplanned admissions of patients with liver cirrhosis.
